A Note to My Colleagues
Dear Colleagues,
I’m reaching out to share my intention to seek the office of Speaker of the New Hampshire House for the 2027–2028 biennium, given the expected vacancy in the speakership next term.
While it is customary to wait until later in the year before publicly expressing interest, I felt it was important that my fellow Republican Members hear from me at this time since conversations about future leadership are already underway.
It has been a privilege to serve alongside you and to work on issues that matter deeply to our state. I currently serve on two policy committees, Education Funding and Health & Human Services and Elderly Affairs. In the past, I have also served on Fish and Game and Marine Resources. As a legislator, my focus has been on practical, achievable policy wins that preserve and advance New Hampshire’s “Live Free or Die” legacy.
Throughout my tenure as a State Representative, I have always tried to foster a culture of respect and healthy debate, demonstrating civility and upholding the institution of the House.
Strong leadership requires a combination of good listening skills and decisiveness. If given the opportunity, my goal is to build on the success of the past three terms, furthering a culture of transparency, respect, and effectiveness. Together, we can continue to take practical, achievable steps toward a freer, more prosperous New Hampshire. I welcome the opportunity to discuss any questions, concerns, or ideas you may have.
While I am announcing my intention to seek the speakership next term, my immediate priority remains on 2026 and working together to move through our demanding agenda as a unified body in service to the people of New Hampshire, supporting our Republican Members in their reelection efforts, and maintaining our majority.

Conservative Leadership for New Hampshire
I am running for Speaker because I believe I am the right choice to lead the New Hampshire House of Representatives.
As Speaker of the House, Sherm Packard fostered a culture of transparency, respect, and effectiveness. I intend to build on those successes and continue our winning journey toward a freer, more prosperous Granite State—raising the bar on unity, trust, civility, and effectiveness.
I have a clear vision for a Jim Kofalt Speakership (or "for our caucus") and ambitious goals for what we can accomplish together.
I am decisive and firm in my leadership, but I do not believe in ruling with an iron fist.
As Speaker, I will call upon House Members to behave professionally, and to treat their fellow Members, constituents, legislative staff and all others with dignity and respect. I will insist that all leadership meet high standards for decorum, whether in the House Chamber or elsewhere and facilitate constructive, collaborative relationships with the Senate, Governor, and the Minority party.
I would be deeply honored to earn your vote. However, I will not compromise my principles or change who I am to secure it.
I'm willing to explain my decisions and votes; however, I will not vote a certain way to win your approval, and I expect the same respect, honesty and integrity from you.
I won't make empty promises. I will not exchange leadership positions or "a seat" in exchange for your support.
I believe in genuine support earned openly and honestly, never through manufactured appearances or misleading signals. I will never rely on deceptive displays or implied consensus. we can all learn and grow - but don't change who you are only in an election year/ to secure votes.. leadership is consistency
I will not use my current position to manipulate, pressure or strong arm support. I won't ask my opponents to run for Senate to give me an advantage.
I believe in leading with integrity, working together, and treating every Member with respect. I will aim for excellence.
Policy Priorities
Low Taxes
The State should spend wisely and operate transparently, minimizing taxes. We will stand firmly in opposition to any income tax, sales tax, or inheritance tax. We will rein in runaway property taxes by ensuring school districts operate efficiently and with transparency, prioritizing academic achievement and value for their taxpayers.
Limited Government
We will eliminate unnecessary and burdensome regulations wherever possible, strengthening economic freedom and healthy competition within our state and attracting job creators to New Hampshire.
Election Integrity
Fair elections require sound safeguards against fraud and abuse. We will continue our efforts to ensure election integrity and public trust in the process.
Term Limits on Congress will enhance accountability, encourage fresh perspectives, and reduce the influence of entrenched incumbents, ultimately aiming to improve representation and legislative effectiveness.
Medical Freedom
We will empower citizens to make informed choices about vaccines, medications, and treatments that are most appropriate to the maintenance of their health. We will affirm parents’ rights to make fully informed medical decisions that are in the best interests of their children, without government mandates.
Protect Women's Spaces
Women and children are entitled to physical and psychological safety in bathrooms and locker rooms, and female athletes should not be forced to compete against biological males. We are committed to protecting common-sense values while fostering mutual respect and dignity for everyone. We will ensure that women and children are physically and psychologically safe in restrooms and locker rooms, and that female athletes are not forced to compete against biological males.
2nd Amendment
We will defend against any and all attempts to infringe upon the constitutional right to keep and bear arms.
Parental Rights
Parents have a fundamental liberty interest to raise and care for their minor children, as well as make decisions concerning their care and custody. Parents have the responsibility, means, and resources to ensure their child receives appropriate health care, social support, religious guidance, and moral inculcation to develop into happy and productive members of society.
Life and Liberty
We will continue our efforts to protect innocent life and the common-sense legislation we’ve passed in recent years. We will defend pregnancy resource centers, oppose public funding of organizations that perform abortions, and uphold the right to free speech and freedom of conscience.
Education
Schools must be accountable for academic results, delivering value to the communities they serve. We will champion parents’ rights to direct their children’s education and upbringing by holding schools accountable for academic results, advancing school choice, and pushing back against woke ideology and advancing school choice.
Efficient Legislative Processes

We will build on that history and That should not change; yet I believe we can do a better job of respecting each other’s time, by being mindful of the clock, and by focusing our attention on the most important matters before us. Efficient administration: Our legislative staff does outstanding work; i, and many of our Members may not even be aware of everything they do to help us. In fact, New Hampshire has the lowest staff-to-legislator ratio in the country. As Speaker, I will foster a culture of continuous improvement and excellence, seeking ways to deliver better, faster, and even more efficient services to our constituents.Security: Under Speakerherm Packard’s leadership, we have improved security awareness and responsiveness in significant and meaningful ways that may not be visible to the public, or even to many of our House members. I will seek to continue those efforts, ensuring that we can maintain an accessible, open environment that encouraginges public participation, while protecting lawmakers, staff, and the public.State House facilities: Continuing the efforts under Speaker Packard, I will work collaboratively with The Speaker, the Senate President, and State House staff toare currently overseeing the construction of a new parking garage, the renovation of the Legislative Office Building, and other large-scale projects. I will ensure that facilities maintenance and upgrades are managed in a timely and efficient mannerly and effectively.
